I understand that to mean that they want everyone covered who cannot afford it themselves.  &lt;br /&gt;&lt;br /&gt;The bottom line is that it will cost money to cover everyone. I can think of only two options to cover people who cannot afford insurance:  a government option or paying money to insurance companies to cover them.
